Ukraine Citizenship by Investment

Ukraine Citizenship by Investment

Foreign citizens who want to move to Ukraine in 2026 must apply for temporary or permanent residence permits. These can be obtained by meeting certain requirements and filing the necessary documents with the immigration requirements.

While employment is often used to relocate to this country, there are also special programs under which foreign citizens can live here. One of them is the Ukraine citizenship by investment scheme.

Below, our lawyers in Ukraine explain how foreign investors can immigrate here and obtain citizenship against a contribution to the economy.

The Ukraine citizenship by investment program

We would like to mention from the beginning that Ukraine does not have a direct program that enables a foreign investor to obtain citizenship after making a contribution to the country’s economy. However, obtaining a Ukrainian passport does not imply living here for a great number of years, therefore, the main route for one to establish him or herself here indefinitely implies obtaining permanent residency first.

The main conditions to meet when interested in citizenship by investment

The Ukraine citizenship by investment scheme addresses both EU and non-EU citizens who want to relocate here. They must meet certain requirements in order to qualify for this program, namely:

  • the investor must be at least 18 years old at the time of the application;
  • the minimum amount to invest is established at 100,000 USD (or its equivalent in UAH);
  • if the money is invested in a local company, its authorized capital must be at least 100,000 USD.

The main advantage of this program is the low amount of capital that needs to be invested, which is the equivalents of 100,000 USD or EUR, depending on the currency the investor wants to report to.

It should also be noted that company registration is usually the choice of foreign investors who decide to apply for the citizenship by investment program in Ukraine.

Foreign citizens who want to relocate to Ukraine based on investment in 2026 must prepare a set of documents, however, our lawyers can assist them.

Here are the papers that need to be filed with the Ukrainian Immigration Office:

  • identification papers (the valid passport);
  • a copy of the Articles of Association of the business created in Ukraine;
  • proof of the participation of the foreign investor to the company’s capital.

When it comes to the proof of investment, when it comes to the participation in a local company, this can take various forms. If the foreign investor is the sole shareholder, a bank account statement which indicates the deposit of the minimum amount required can be submitted.

If the participation is made in an existing Ukrainian company, it can take various forms. The contribution can be made in the form of cash or kind. When the contribution is made in kind, the customs declaration of the assets brought into the country can be used as proof of the investment. Also, if the foreign applicant wants to invest in a joint stock company, the share certificate that attests to the purchase of shares can be used as proof.
